scam job opportunity due to resume online theft

JUST GOT A CALL FROM AN INDIAN OR PAKISTAN CALLER STATING THAT THERE WAS SOME 'LAW SUIT' AGAINST ME FROM A EZ PAYDAY CASH ADV. I HAVE BEEN TRYING TO GET THEM TO EXPLAIN TO ME WHY THIS WAS...THEY JUST KEEP TALKING IN CIRCLES AND PERCEEDED TO SAY THAT THEY WILL BE MAILING SOMETHING TO MY ADDRESS.

Female voice leaves voicemail that I am about to be arrested because I owe money to the IRS. THIS IS A KNOWN SCAM!!! The IRS would send snail mail; they do not call.

This number along with many others has called my phone and when i pick up no one is on the line. When i call the number back i receive the message 'your call cannot be completed as dialed'. What is this and why does this happen to my phone?
