Why is this person calling me at :30 at night?

Called around 7 PM and left a blank voicemail. This one's nasty because the usual trick of ignoring unfamiliar numbers on call display is harder when the number is not only from a local area code, but also from a local exchange so it could be a call you're expecting.

Keeps calling and not saying anything. Finally I let it go to voicemail and a recording left a message talking about placing an order for house hold tools.
