Then said hit 1 to lower my interest and hit 2 for this offer to "expire forever" I hit the hang up button.

The usual fraudster with Canada. Their telephone service needs to be blocked & permanently canceled by the telephone companies. . subsequently it is time to arrest these criminals & give 'em a nice long prison sentence.
