why he is calling me and from where

phone call from 809-98 recorded message said to send this message hang up. What kind of goofy message is that. No area code showed up so i figure its area code 717

This is just an extremely irritating telemarketer, that will not stop calling. It is just a recording, and when I try to call back to tell them to stop calling.I cannot get an actual person on the phone.

A text message saying "Butt Plug" was sent to me from this number
