Millions Call

got a call from 8589517122 , and asked if this is 'my last name' and I said, 'speaking', next thing: the phone clicked. They hang up. I thought that was strange, I searched for their number, and find out that they are calling somewhere from Sand Diego, CA. I could not call them back, because I keep getting a busy signal. All that I could is block them. But, there are other similar call that I am getting with same area code? Is there anything we can do to stop them?

Got a call from this number, which is local to my area. They left no message. When I called them back the phone rang a few times then it picked up, but no one was on the line.
