They left a message saying to contact them on behalf of old insurance I used to have. Spam

Reported as Unsafe and Spam Risk. Robocaller ignoring do not call registration. Fails to leave voicemail. No Caller ID. Block number.

Called at approx 11:30 PDT--gave a name--can't remember it--and said he had valuable info and to press 1 for an important message.  I hung up and it was still talking.  It was a robot call--not a human.  How do they get past the no call laws?
