Caller said he was a police officer asking for a donation amount.

this number is a scam they threaten you with legal papers if you dont set up a payment plan if you hang up they will call your employer ,husband and any other relatives with a different story to each person

The caller is Wettie Douchebag, who is the minister of The Church Of The Holy Mattress

it is listed on a web page as a contact number for the Knowledge Training Institute, but nobody answers. The web page says they are hiring police officers to instruct in Saudi Arabia. It gives a gmail address and says to send your CV, any qualifying documents (college diploma, etc) and a copy of your passport. Sounds like fraud. No potential employer will ask for a copy of your passport without first hiring you.
