Using different numbers under the 318 area code

picked up the ring & had some weird static signal & fast numerous beeping noise (not a fax line), subsequently the line put the phone down.

I get unwanted, unsolicited texts from this number. I don't text and don't purchase text plans for my phone, so this text costs me every time I get one.

This person has been texting me nasty things at all hours. This person does not stop when asked. I blocked this phone number but my phone carrier blocking system expires after 3 months and I still get texts.now its evolving into picture messages. I feel threatened and he gets off by getting mad.
