Threatening phone call asking for money

Someone calling from a cellphone number 1-714-881-1464 to "collect a debt" (I have no debts and am not the person they are calling) whispering instructions to call 855-282-5983.

I called it back and they answered as Safety Services, they denied trying to call me, I told them it showed up on my caller ID and they hung up on me.
