The person keeps calling and speaks Spanish. I ask to caller to stop but no effect.

I lost my phone with this number.

rings quite always & never ever bothers to leave a msg. Definately a Junk ring. most likely a bill collector on OLD debts.

Here is the interesting thing, somehow this scammer was able to trick my caller ID into showing that this call came from my friend in my contacts list. So for the first minute of the call I thought it was him trying to prank me, so I just played along. Then after a while I realized that it was an actual scammer. They claimed to be from Dept of Water & Power, and that my utilities were about to be disconnected. They had my name and actual address (easy enough to get from any number of places). Gave me this number to call (866-436-3594) to make a payment to avoid utilities being disconnected. Haven't called the number, don't need to. I assume it probably bills your phone automatically once you call it or something. Pretty obvious scam, but like I said, they were able to get me to answer (something I would not normally do), by tricking my caller ID. Not sure how they did that; never seen that one before. Scammers getting more creative...... but they're still idiots.....
