had the identical call, & identical automated msg too. it is a con. The msg is pretty entertaining though. :-)

This person keeps calling up and talks in abusive language such as fk you and bd, etc.    Calls up any time, day or night. Pls take necessary action against this person with the various investigative agencies.

according to the message above, says it might be a spoofed number if it starts with this prefix... is the prefix 306? 309 is a valid area code. no message was left and I do not pick up call when I don't recogniaze the phone number.
