I've had the same thing happen and have IDs on a series of similar numbers that all begin with 805-228-XXXX where the last 4 digits will often been different.

Weird, weird voicemail left by a woman about some type of “filing information”...no idea, and the person who the phone call was intended for was someone I’ve never heard of. Sounds fishy.
