Called my home phone twice-was unable to get an answer back after phone answered. Called number and received message "this is a global customer". What does that mean?

I keep getting texts from this number written in some foreign language. These unwanted texts are costing me 20 cents for each one. I have blocked this number so hopefully the texts will stop.

Got calls last couple days from this # in Millsboro De. Left no message. Same as Pat above.

This number appeared in my call display, but when I answered it a man hung up the phone! I also get repeated hang from this number. When I came back it came with a guy named (Greg?) Linton on Dalhouse University.
