Millions Call

A complaint was made to the FCC on 2019-12-19 about a call from 9858765141

They have called several different times and didn't respond when I answered. One time did answer and there was so much static on the line you couldn't understand them, gave an alternate number to call and they called back on the same number and didn't answer. WHO is this???

Is it Dish Network? Anyone called this number?
