Millions Call

This number claimed to be a final effort to reach you to help lower your credit card debt. as it is a 661 area code and not a 800 toll free number and with now mention on behalf of what bank they are calling from, I believe this to be a scam. When i called the number back it goes to a personal inbox. Is something piggybacking off another number?

Caller keeps sending text messages harassing me when I have repeatedly asked who ever it is not too.
