caller has been harassing my sister-in-law about a debt that is not even hers.

sounds really SHADY, SCREEN WELL

told me they wanted to talk about my credit card account

This person appears to have issues and progressively advanced mental problems.    They will call and not talk, call every minute for about 8 times.    It appears that they do not have a job and severe mental problems.

They claimed to be "motor vehicle services." When I asked where their office is located, they hung up...SPAM/SCAM.
