rang in the middle of the evening not once two times.

This is a scam. Try to "sell" you solar system. Do not pick up the phone.

Called from "Alert Dispatch" twice, just left heavy breathing on my answering machine.

Oh my god. I thought I was the only one. They keep taunting you. Do not reply if the call or text or anything. They keep the convo going even when u ask them to stop don't respond.
