I have never seen this # before, but received a personal text message around 1 am.

This is one of several numbers for Fair Collections and Outsourcing (FCO). Google them for more info. Not a nefarious spammer, just another collection agency. They called a fax line and asked for someone who had not been here in five years! This is the number that they left for a call back.

Calls, subsequently puts the phone down without leaving a msg. Whoever this was has a full voice mailbox therefore cant contact them.

Numerous complaints have been submitted on 2019-12-21 with the FCC in connection with unrequested telephone calls from 212-283-1924
