sending spam like "do you owe IRS $x?" is there a way to find what kind of person/organization it is?

The 1st complaint was filed with the FCC about 951-755-1855 on 2020-07-27

I called 317-801-6825 back twice and just got a busy signal, which is rare anymore.

Received text saying only “Please text me”. Didn’t know the number so considering it to be spam.

A woman calling from this number has called me 6 times. After saying hello without asking my name or anything she determines she has the wrong number. She called on Jul 30, Aug 1, 4, 5, 18, and 26. It is just annoying and has been happening alot with other random numbers lately.
