repetitive phoning even soon after just hanging up, began as a telephone service type ring however subsequently this turned into a threat

DOT NOT CALL

The call starts with a recorded message stating that I have a text message and if I want to hear it press 1. The first time I did, I heard a word or two in a language that sounded like Russian. I then had the option of re-listening or sending a reply. I sent a reply stating not to call. About 4 hours later I got another call. Is this some sort of scam (ie by responding to the voice mail, do I get charged). Never heard of this before. Any ideas?

Received Phishing Text message from this number.

The number (715) 755-2738 was reported to the FCC on 2020-07-24 for Unwanted Calls from Wisconsin

Unwanted call. I’m in California. They called and no one there. Probably a scammer calling to see if the number is live.

I didn't answer but when I called the number back it is a computer calling for a senior care center trying to sell something, Im not senior and I will not be for a long time.
