Another of the myriad number of spoofed VOIP numbers of Portfolio Recovery. I always enjoy responding to their calls in Japanese.

Don't have a name for this number.

There is no such organization registered with the MA Secretary of State's office.    This does, indeed, seem to be a scam based on the similarity of the supposed organization's name to a well-known trade group based in Washington, DC.

They call and hang up with no message and hide their caller id and when you call them back their generic voicemail answers even they just called you a minute before that doesn't tell you who they are but just repeats the phone number, tells you to leave a message -- THEN it says it's full and sorry you cant leave a message anyways. Definitely spam.
