Caller used a fax machine than repeatedly pressed the keypad on the phone to make a lot of noise. Probably bored telemarketers, or bill collectors.

Robo-caller has stolen a real persons phone number to look like legit calls. Unfortunately the cell carriers best info is to just get a new phone number...not help fix it.
