Little kids prank calling and forgot to block number

My phone was stolen in Dominican Republic and this number showed up on my bill. I called it and shortly after an elderly couple called me back. They asked who I was and when I started explaining that my phone was stolen in DR and this number showed up, they hung up. I can only assume that the guy who stole my phone somehow had a way to charge money to this couple and they were fearful that it was happening again so they hung up.
