I think this was a cop or officer or someone working with the cops to get money out of me. Not too sure who this is, but the person I was told who the number belongs to is a very pretty dancer.

Yes. I got the same call, the caller said he is conducting a public opinion survey for the University of North Florida and got my number from the voter registration rolls.

kept calling and harsing my girlfriend saying that she sounded like his ex girlfriend from his old country and wanted to be friends. and wouldn't tell her how he got the number.

I got a new phone number 4 months.  Despite the fact that I'm listed on the 'do not call' registery, an unknown caller (8-719-9801) dials my phone number several times a day.  The caller disconnects before leaving a voice message.  IT IS EXTREMELY ANNOYING.  I also get the same type of calls from phone numbers with (732) area codes, such as 732-982-3940.  There ought to be laws against this type of harassment!
