we happen to be getting numerous rings with this no. All the person calling does was put the phone down on the VM. soon as we rang the no. back , this seems just like a fax (loud beep)

I do answer any out-of-state calls, but this one left the message that I was eligible to win $1,000 if I called back. I am reporting the numbnuts to the NY State Attorney General.
