It's a robot caller from Emergency Medical Alert System Company, the same one with the 'I've fallen and can't get up' commercial. You can file a complaint with CallerID4U (http://www.callerid4u.com/register-request/). Hopefully with enough complaints, they will shut down that part of their spamming operation.

Left msg. calling about rebate of my supposed contract with Microsoft for repair of my computer. I do not have any such contract. Must conclude its a scam of some type.
