Is this a know scammer, or is someone using this number illegally?

they texted me saying that Im the second winner of a 4runner 2011 and they gave me 787 379 1876 for call them. I called and they left a message saying that he is the manager of international auto motor and to leave a message.

I didn't answer, the caller left no message.
