Filed complaint against these jokers wiht FTC

I've got a call from this phone number regarding mortgage - I don't even own a home. I'm renting.

Text :You have been selected to receive a FREE $50 Target Gift voucher Call 1-866-938-9168 to redeem.

Voicemail claming to be from a United Nations office and that my brother, Name, was traveling and had listed me as a contact. The recording was scratchy and it was a thick Indian accent but it sounded important so I returned the call just to say they'd called the wrong number.  The person who answered sounded like the same person who left the message and the reception was still bad. She kept asking me questions I couldn't understand and finally told her not to call this number again. So far, they haven't.

IRS demanding 5K or arrest! They need arresting! India accent too! Talking about wiring Western Union!

This number keeps coming up on my cellphone, and they never leave a message.  Is there a way to block this number?

You call the number back and it says with an automated voice the number you have called has changed. Press one to be connected to another attorney. I live in the central time zone. Why would an attorney be calling me twice from the same number from Los Angeles California. sounds like a scam.
