They called me at 9:56 p.m. on 122310.isnt that against the law?

I got one call on my cell phone from 484-632-8882. When I answered there was some inaudible background conversation on the line. I said 'hello' several times. They did not answer me and then they hung up. Do not know who this was nor why they called.

After the first part of the call, I was required to press 1 for additional information, which I did not do.
