Received automated voicemail stating that an IRS officer needs me to call back before they start proceedings. Did not call back.

I think this is a "spydialer.com number. Someone is trying to find out who owns your phone number without leaving theirs. Could be legit, i.e. someone who you know and forgot your number, bill collectors, spammers, etc. You can opt out on their website.

Scam caller
