Using totally illegal Robo Calls. Talking about reduce interest rates. I told them I pay 55%  interest and have a $2,0,0 mortgage. They have no insentive to put anyone on the 'no call list.' Anyone who risks $16,0 a call using Robo Calls doesn't care about any laws.

The caller said through message that it is a military and need to send money to my country and for that needs that I send money to a bank account in order to release the package

with Doba, a online drop shipping firm. these people rang the 1st time, & we politely informed 'em i am not interested & to not ring again. these people caled the 2nd time, & we informed 'em we already requested for 'em to quit ringing, or we would must report them. soon as these people rang the 3rd time, we reported spam.
