Heavy breathing on the oter end and no talking

A man with a foreign accent stated 'Hi our name was William & we wanna make friend's with you. '

Wanted to talk to the person in charge of our telecommunications department.  Told them we weren't opening any new accounts and they were very insistent - wanted to talk to someone about the future.  I ended up just saying Thank you, and hanging up.

Multiple complaints have been filed on 2020-06-02 with the FCC in relation to unwanted calls from 646 968 4192
