Received a call on my cellphone. I block the number but get called back with a different number. Insurance spam

Supposed to be KEF Ministries but phone answered as Service. Reported as potential Spam. Robocaller ignoring do not call registration. Fails to leave voicemail. No Caller ID. Report to FTC and block number.

called at 7:36 am This was before nine am on a sunday afternoon. No name or msg left. Checked was unlisted no. we believed this was illegal.
