FCC Complaint: Prerecorded Voice

I've gotten two callback messages in the past two days from this number, but it doesn't match the number it was called from. I don't know anybody with this number, so I'm not going to call it back, but it is annoying since I have to pay for text messages I receive.

The person never speaks, and you can hear them moving and they hang up when you speak.

Said his name was Tom calling back about the insulation and lagging we had done in our loft. All I said was that it was about 4 or 5 years ago. He then hung up on me!
