Millions Call

This number shows up on my caller ID as 'Consumer Rsch' and the first few times they called, that's who they claimed to be. Now, the phone rings and I answer, but it's just silence on the other end. When I call back, there is no way to opt out of calls from them, just a messages saying, 'sorry we missed you, but we'll try again....' This is pissing me off!
