I definitely think this is fraud/scam. They call from numerous numbers that rings busy when you call the incoming numbers. They also come up as Google Voice numbers.

Blocked this caller due to prank calls on numerous nights

They will use another fake number and they will call again. Simply put, telemarketing robo calls are illegal and anything related to credit cards will most likely be a scam. Report and warn.
