Perhaps telemarketing, perhaps not. Radio in the background, unprofessional pitch, "I need to talk to whoever is in charge of your PEPCO bill. Is that you or somebody else." Caller ID identifies area code as Manitoba.

Called and texted that they have a job for me. Used a second number 281-809-6494.
