I want to know who called me.

I have been getting this number on my mothers phone.  She is a resident in a Nursing Home with someone repeatly calling and askiing for Vincent Tommer.  Bill collector from Progressive.  I have atempted to call for several day, with a repeated busy signal.  This is VERY upsetting to my mother in the Nursing home.
