How can I file HARRASSMENT charges against this # for repeatedly contacting me for the last several weeks?

The phishing call got into the voicemail about a document needed to be picked up from Chinese embassy.

Unsafe!! I was called on Friday, 12. 2018 and when trying to dial it a recorded message told me it was no longer in service. If it is no longer in service then why did they call me in the first place?

Tried to call this number back and got "The number you have reached is not in service"
