Received a call at 830pm from this number. Did not recognize it, much less area code 231, so did not answer the call.

Well Known Scammer. It will take you for hundreds of dollars by using Western Union, and sent you anything in return. Head my warning, or learn a hard way. Never send money through Western Union.
