I DONT KNOW WHO THIS IS AND THEY KEEP CALLING. IS THERE ANY WAY YOU CAN BLOCK THEM

If this number is NO longer in service,, then why does it come up on my cell phone?? This number shows up all the time when looking at my cell messages.It always has an orange circle then when trying to call it on my land line I am always told it is no longer in service!!
