Called twice in same day, caller id has a name so I answered. Robo call to reduce my credit card interest rate

Multiple calls from this number. Always hang up when my message machine hits. I call back, angry, trying to sleep and the guy answers "This is Adrian." I tell him to stop calling me. He claims he isn't. I says "phhh! I have caller ID." He says "Stop talking like that" and hangs up. I am sick of these spammers intruding on my space and time. They should all go to jail or be shipped to an arctic island where there are no phones or computers.
