got a text from this number with the number as a callback, i called, and spoke to a white male with a southern accent, didn't get any identifying information or reasons why i got the text.

Something about a subscription renewal.

This is a scam, they are posing as Hydro Saving Plan something to sell some device that plugs into outlet to save electricity. Beware !!

Annoying they claim to be from "Disability" and do not let up. Fortunately for me they have been blocked, so I never hear the phone ring but they do leave dumb messages. Total scam , nobody should ever answer this call
