TRYING TO FIND OUT WHO CALLED

Started getting these calls on my cell phone recently - as in 2 calls today.Missed the first call, no message left, called back and it didn't ring - just echoed my voice.  Weird.Missed the second call, left a message this time - just garbled nonsense.This cell phone (pay as you go annoyingly enough) was fine for weeks.  No one knows the number, barely any friends even, and now I'm getting a bunch of weird calls.

This # belongs to the state of WV DHHR. It is used to administer a health survey. It is not a scam nor are they trying to sell you anything. The survey is voluntary.

this is definitely spam. I tried to call the number back and it stated they were closed and on Pacific time (an Atlanta phone number on Pacific time?). The recording didn't list a company name.

Has called 5 times this morning...no message, dial tone when I try to answer

Somebody with a foreign accent telling me a $200 gift card to Amazon was purchased yesterday on my account. Offers to refund the money and wants all kinds of information about my Amazon account.
