this person has been calling and texting me non stop for what ever reason

No voice mail, caller ID shows 'Untitled' number caller ID showed as 513-0-6140.

i have been getting telephone rings with this no. for a whole week now. The person calling rings nearly everyday, mainly in the mornings, sometimes in the morning. The person calling bothers to leave a lot of blank msgs on our VM. it is receiving really irritating. we wonder whether it is a spam.
