Who is this? This number called me on December 2012, insulted me. I called back to find out who the caller was, the caller refuse to pick

and this number constantly harassing me everyday all day is there anyway you guys can permanently block this number to where if can't get through to me at all no texts no phone call no hang up

This number calls, no one answers, then hangs up. If this is a business, they need better training! Suspect scam but not that sure.
