FCC Complaint: Abandoned Calls

I received two calls on my cell phone. The caller disconnected without leaving a message. I don't recall knowing anyone from that town.

Pretends that Microsoft will charge 200 dollars from my credit card to renew the fee for MS Windows Defender. And that I should call their number within 3 hours if I want to cancel that.

got 3 rings therefore far. 11:52 p. m. , 12:33 a. m. , & 8:03 a. m. on 8/13 through 8/14. Could hear distance voices in the back ground. male voice, might happen to be a boy.

Dont know where he got the number, but he keeps texting my wife. Even after repeated requests from us both to stop.
