Correction ... a voicemail did arrive, and it is indeed from DTE, following up on a power outage from Hurricane Sandy.

This person keeps calling and hanging up. I called the number back to ask who they were and asked what they wanted. Denied calling my number. Hung up on me when I said that I have caller ID and their number is in my phone. Shady for sure.
