Returned call several times and continuously busy? Number is VoIP

someone called 3-4-10 from this number so I didn't answer since I didn't recognize it and they left no message.  When I redialed it no one answered and it has no message after about 30 rings got disconnected from it.

Over the past several months I have been barraged by unsolicited calls.

Automated call. "Is this ________ (someone I've never heard of) Press 1, if not, press 2." I pressed 2. "Is ________ available to come to the phone? Press 1 for yes, if not, press 2". I pressed 2 and they hung up. I was advised not to press 1 confirming I was who they were calling for, or I would be confirming liability for whatever they are calling for. I'm blocking the number today through verizon.
