Called didn’t leave message spam call

rang ended up leaving no msg, not in our region code

This is the second call. It comes over as a Media Call. No picture shown on my phone, It just says "what a view". I do not know anyone at this number

Sent a check claiming I signed up for advertising a product and was told to deposit the check, use some money to get the advertisement sign in my car and send the remainder back. This is a land line and I was getting text messages from this number.

Hello!How can I know if this number is from the State Department in the United States of America? I am an international user, and wish to know if this is one those scams to call. Please advise me as I wait for your reply.Thanks.
